Project Overview
An ecosystem of portable authoring skills for OSCAL-based compliance authoring — from NIST
catalog customization through component definition to assessment result generation — usable
across multiple agent harnesses (Claude Code, Roo Code, opencode, …). Skills are the single
source of truth in skills/; demos in demos/ are end-to-end walkthroughs;
tools/ holds the only bespoke code (the compliance-authoring-skills CLI). See docs/design-spec.md for the design.

Architecture
Portable skills + a thin installer over OpenAPM
Skills in skills/ are portable hybrid packages (SKILL.md + apm.yml) shared by every
harness. Installation is delegated to OpenAPM (apm-cli, exact-pinned): APM copies the
skill package into each harness's native dir and wires the skill's declared MCP servers into
that harness's native MCP config, with apm.lock.yaml ownership + non-destructive uninstall/prune.
compliance-authoring-skills (tools/, Python) is a thin wrapper adding only: selection over our demos, a
stable UX + prereq policy, and a custom-harness ("MyHarness") deployer that reuses APM's
target-agnostic resolve/normalize as a library. See docs/design-spec.md (decision D4).
