In plain words
What is it for?
Guiding Copilot when it edits repositories in the workspace, chooses a local runtime, manages project-specific settings, or works with WordPress projects.
Why use it?
They keep agent changes consistent with the workspace’s organization and reduce assumptions about dependencies, project types, and hidden automation.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00235 $0.00235
Opus 5 $0.00118 $0.00118
Sonnet 5 $0.00047 $0.00047
Haiku 4.5 $0.00023 $0.00023

Security

Grade A, and why

Codex-Workspace copilot-instructions.md scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 5d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

What it actually says

GitHub Copilot Instructions

Root AGENTS.md is the canonical public agent contract for this workspace. Follow these same defaults when working through Copilot, even when this file is read on its own by a converter or third-party tool.

For this repository:

  • keep standalone repos independently runnable
  • share caches under cache/, not dependency installs across repos
  • use .workspace/project.json when runtime behavior or preview mode should be explicit
  • keep machine-specific notes, MCP config, secrets, and personal prompt files in ignored local locations such as tools/local/
  • prefer direct local runtime for frontend and dev-server projects unless a repo manifest says otherwise
  • treat WordPress repos already managed by Local or a mapped host as external by default
  • when editing repos/workspace-hub, classify repos conservatively and do not assume one package manager or one runtime model
  • avoid introducing mandatory orchestration layers, shared dependency trees, or hidden automation
  • prefer small, readable changes with clear failure states
  • treat .agents/skills/ as the tracked TomeVault skill distribution mirror, not as the primary authoring source
Changes

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
