Hard rules
- No imports from, or runtime coupling to, any sibling fleet repository (self-contained). Third-party PyPI libraries are allowed under license and supply-chain review, kept minimal, and excluded from the execution core; the runtime deps are pydantic (boundary validation) and the optional psycopg (ADR-0014).

- Never log command output bodies: the audit stores
output_sha256+output_lenonly, redaction covers secrets, and the logger never raises (invariant 3).
