AGENTS.md

houki-egov-mcp AGENTS.md is an instructions file for Codex, OpenCode from shuji-bonji/houki-egov-mcp. It costs 2,617 tokens per session, scanned A, original, MIT.

A repository instruction file that tells coding agents how specifications, changes, pull requests, and acceptance tests are organised. It defines which files are authoritative and how specification IDs connect to tests.

In plain words
What is it for?
It is for guiding agent work in the houki-egov-mcp repository, including specification changes and tests.
Why use it?
It prevents agents from changing the wrong source of truth or bypassing the project's approval and implementation process.

Instructions file for CodexOpenCode

Written for Codex and OpenCode: the file is AGENTS.md. Also seen: mentions Claude Code; mentions AGENTS.md.

This is shuji-bonji/houki-egov-mcp's own configuration. It tells Codex and OpenCode how to work on houki-egov-mcp itself, so it is not a mod to install elsewhere. Copy it as a starting point and replace the rules that are about this project. Everything houki-egov-mcp configures →

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.02617 $0.02617
Opus 5.5 $0.01047 $0.01047
Sonnet 5.5 $0.00523 $0.00523
Haiku 4.5 $0.00262 $0.00262

Security

Grade A, and why

houki-egov-mcp AGENTS.md scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 19d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

AGENTS.md

  • 意図の正本は specs/current/ です。
  • 受入テストの it の名前には仕様 ID(例: SPEC-EGOV-GET-LAW-001)を含めます。npx spec-ids check(@shuji-bonji/spec-ids)が仕様とテストの ID を突き合わせ、CI(spec-gate)で走ります。

ツールでない外から見える単位は、common_errors(全ツールに共通するエラー応答と引数の検査)、db_schema(ローカル DB)、cli_<コマンド>(cli_entry / cli_bulk_download / cli_sync / cli_status)に置きます。
  • 新しい ID は npx spec-ids next specs/current/<dir>/spec.md(またはディレクトリ名 npx spec-ids next get_law)で取ります。

CI の pr-scope(npx spec-ids pr-scope。

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
