What is windy-word-mcp CLAUDE.md?

A project instruction file for a GitHub Actions setup that runs jobs on a private Linux computer instead of GitHub's hosted computers. It records the required runner setting and how to check the runner when jobs stay queued.

Use it when editing CI workflows, checking why GitHub Actions jobs are queued, or diagnosing the private runner on the Kit 0 server.

It prevents workflows from using a billing-locked hosted runner and helps explain queued jobs as a possible runner outage.
