왜 규칙을 여기 다시 안 적었나

Gemini CLI는 컨텍스트 파일로 GEMINI.md(Codex의 AGENTS.md와 같은 역할)를 자동으로 읽는다. 안전 규칙·워크플로우를 이 파일에 다시 옮겨 적으면 AGENTS.md가 바뀔 때마다 두 곳을 따로 갱신해야 해서 시간이 지나면 서로 어긋난다(이 프로젝트가 실제로 여러 번 겪은 문서 불일치 패턴). 그래서 이 파일은 짧게 유지하고 AGENTS.md를 가리키기만 한다.
