baarn-raadsinformatie: Instructions file for GitHub Copilot

.github/copilot-instructions.md

baarn-raadsinformatie copilot-instructions.md is an instructions file for GitHub Copilot from tiemenrtuinstra/baarn-raadsinformatie. It costs 779 tokens per session, scanned A, original, MIT.

Project-specific instructions for a Model Context Protocol server that provides access to Baarn municipal political documents. The server imports meeting, agenda, and document information from the Notubiz service into a searchable local database.

In plain words
What is it for?
Use it when developing the Baarn political-information server, including its API, synchronization service, SQLite database, document providers, meeting providers, and AI agents.
Why use it?
It gives an agent the project’s structure, data-access patterns, and rules for working with its MCP tools. This reduces guesswork when changing or extending the server.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00779 $0.00779
Opus 5 $0.00390 $0.00390
Sonnet 5 $0.00156 $0.00156
Haiku 4.5 $0.00078 $0.00078

Measured 10d ago against content hash 05f0d057743a, method: parsed. Prices are Anthropic first-party input rates as of 2026-09-10, from the pricing page.

Security

Grade A, and why

baarn-raadsinformatie copilot-instructions.md scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 10d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

Baarn Raadsinformatie - GitHub Copilot Instructions

  • sync_service.py - Achtergrond synchronisatie service
  • core/ - Database, configuratie, embeddings index
  • providers/ - Notubiz API client, meeting/document providers
  • agents/ - YAML gedefinieerde AI agents (24 stuks)
  • analyzers/ - Zoek functionaliteit

Belangrijke Patterns

MCP Tools

Tools worden gedefinieerd in mcp_server.py met @server.list_tools() en @server.call_tool() decorators. Elke tool heeft:

  • Een Tool definitie met naam, beschrijving en inputSchema
  • Een handler in handle_tool() functie

Database

SQLite database met tabellen: gremia, meetings, agenda_items, documents, annotations, embeddings. Gebruik get_database() singleton voor toegang.

Providers

Singleton pattern met get_*_provider() functies:

  • get_meeting_provider() - Vergaderingen en agenda's
  • get_document_provider() - Documenten en tekst extractie
  • get_search_sync_provider() - Gerichte sync op zoekterm

Agents

Agents worden geladen uit agents/*.yaml bestanden. Elk bestand bevat:

  • name: Agent identificatie
  • prompt.description: Korte beschrijving
  • prompt.arguments: Verwachte parameters
  • system_prompt: Instructies voor de AI

Code Conventies

  • Nederlands voor gebruikersgerichte tekst (tool descriptions, prompts)
  • Engels voor code comments en variabelen
  • Type hints gebruiken waar mogelijk
  • Logging via shared.logging_config.get_logger()

Notubiz API

Publieke API op https://api.notubiz.nl. Document URLs volgen het patroon:

https://api.notubiz.nl/document/{notubiz_id}/1

Docker

Services gedefinieerd in docker-compose.yml:

  • api-server - REST API op poort 8000
  • mcp-server - MCP server (stdio)
  • sync-service - Achtergrond synchronisatie

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
