UKHO.GitHubCopilot.ToolKit agentic-assets.instructions.md

A set of writing rules for reusable coding-agent files, including instructions, prompts, agents, and templates. It keeps these files focused, evidence-based, and economical in their use of text.

In plain words
What is it for?
Use it when creating or revising repository guidance, Copilot instructions, agent definitions, prompt files, or templates, including rules for planning and repository-aware work.
Why use it?
It reduces duplicated or unfocused guidance that can confuse an agent or consume unnecessary context. It also keeps each reusable file tied to one clear outcome.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5 $0.01006 $0.01006
Opus 5 $0.00503 $0.00503
Sonnet 5 $0.00201 $0.00201
Haiku 4.5 $0.00101 $0.00101

Security

Grade A, and why

UKHO.GitHubCopilot.ToolKit agentic-assets.instructions.md scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured yesterday.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

Lean authoring rules for Copilot assets

Overview

These instructions define how to author and maintain the repository's reusable Copilot governance files, agents, prompts, and templates. They keep assets focused, economical, and evidence-based without weakening quality, wiki alignment, or reviewer clarity.

Scope

Applies to: AGENTS.md, lessons.md, .github/copilot-instructions.md, .github/agents/**/*.agent.md, .github/prompts/**/*.prompt.md, .github/templates/**/*.template.md

  • Applies when creating or updating root governance files, repo-wide Copilot guidance, custom agents, prompt files, and reusable templates.
  • Complements ./AGENTS.md, ./lessons.md, and the existing repo-wide and scoped instruction files.
  • Does not require human-facing explanatory documentation to become unnaturally terse; apply the strictest output-minimization rules to executable asset workflows.

Instructions

MUST

  • Give each asset one clear primary outcome and keep the file name, title, description, and workflow aligned to that outcome.
  • Require plan-first behavior for tasks that are more than trivial or need more than two steps.
  • Prefer the smallest set of repository reads, searches, and tool calls needed to complete the task safely.
  • Prefer semantic or code-graph search before iterative plain-text grep when those capabilities are available and appropriate.
  • Cap investigation output deliberately by using targeted file reads, narrow search scopes, line ranges, and structured results.
  • Prefer reusable scripts or automation for repeatable inventory, validation, transformation, or consistency checks.
  • Use precise repository evidence, preferably file:line references, when citing implementation details, review findings, or non-obvious repository facts.
  • State model choice intentionally and prefer cheaper models for routine workflows only when that choice has been validated; otherwise keep the current validated model.
  • Direct contributors to review ./AGENTS.md and ./lessons.md when authoring or changing reusable repository assets.
  • Update ./AGENTS.md when a stable repository-wide operating rule emerges.
  • Update ./lessons.md when implementation, validation, or maintenance reveals a stable lesson worth preserving.
  • Stop after three failed attempts at the same approach and surface the blocker, evidence, and recommended next move.
  • Prefer targeted diff-style edits over full-file rewrites unless replacement is genuinely required.

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
