Galpi Claude Bootstrap

On first use, run node scripts/galpi.mjs doctor --json and ask whether the user has a Korean Law Open API OC if none is configured. Run npm run setup when they do. Run npm run guide and show the application checklist when they do not.

Use examples/mcp for missing configuration samples. Never write OC or personal authentication data to tracked files. After setup, use the installed galpi-law skill and MCP tools. Record only reproducible, non-sensitive technical observations; require npm run evolve live verification before refreshing local skill knowledge.
