Job Application Agent cloud state

Use the installed job-application-agent CLI for all profile, résumé, ledger, outcome, round, and attention operations. When cloud status reports the v2 backend, commands reconcile authenticated record operations automatically; never use the retired whole-file push/pull flow.

Acquire the shared application-run lease before browser transmission, create an intent immediately before submission, and confirm it only after visible ATS success. Download the canonical résumé through resume path and upload by direct absolute path. Never send private state to the telemetry or community Workers.

The per-host bearer token is owner-only local configuration. Full protocol: state-worker/AGENT.md.
