A repository instruction file for AI coding agents working with skills for Indian government websites. It explains the repository, its four skills, how to choose among them, and how to contribute changes.

In plain words
What is it for?
Guiding work on Indian government web pages, including accessibility and regional-language requirements, official visual identity, UX4G components, and flows such as sign-in, applications, payments, and grievances.
Why use it?
It helps an agent select the right guidance for legal requirements, government branding, design-system code, or citizen-service journeys.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00868 $0.00868
Opus 5 $0.00434 $0.00434
Sonnet 5 $0.00174 $0.00174
Haiku 4.5 $0.00087 $0.00087

Measured 11d ago against content hash 6b3b7779859c, method: parsed. Prices are Anthropic first-party input rates as of 2026-09-11, from the pricing page.

Security

Grade A, and why

indian-gov-ui-skills AGENTS.md scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 11d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

AGENTS.md

Instructions for AI coding agents working in this repository, and for agents that have loaded these skills into another project.

What this repository is

Four agent skills for building Indian government websites correctly. Each skill is a plain Markdown file with YAML frontmatter, plus reference files. No runtime, no dependencies, no build step.

skills/
indian-gov-web-ui/ GIGW 3.0, WCAG legal exposure in India, Devanagari ← start here
dbim-brand-identity/ Government of India visual identity (DBIM v3)
  ux4g-design-system/ UX4G 3.0.18 tokens, components, install, hazards
  gov-service-patterns/ 78 citizen-service flows, 209 screen states

Routing

Pick the skill by what the question is really about:

The question is about Load
What must be on the page; is this legally required; Hindi/Marathi/regional text indian-gov-web-ui
Colours, fonts, emblem, logo lockup, header/footer, brand compliance dbim-brand-identity
Writing the CSS/HTML; token names; component classes; installing UX4G ux4g-design-system
A citizen journey: sign-in, OTP, application, payment, tracking, grievance gov-service-patterns

Load more than one when the task spans them. A homepage build typically needs all four.

Rules when using these skills

  1. Do not invent --ux4g-* token names. UX4G's own published AI documentation lists 19 token names that do not exist in the shipped CSS, and CSS custom properties fail silently. Use skills/ux4g-design-system/tokens.md as the only source of token names. If a name is not in that file, it does not exist.

  2. Do not state DBIM primary-palette hex values. The palette is published as an image; the authoritative list is behind a government SSO login. Say so rather than guessing.

  3. Do not claim a site is compliant. These skills encode requirements; they do not perform a conformance audit. UX4G's own FAQ is explicit that using the design system does not confer WCAG or GIGW compliance.

Changes

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
