democracy-without-politicians-mcp: Instructions file for Claude Code

CLAUDE.md

democracy-without-politicians-mcp CLAUDE.md is an instructions file for Claude Code from zhiganov/democracy-without-politicians-mcp. It costs 927 tokens per session, scanned A, original, MIT.

A repository guide for an MCP server that searches and reads Terry Bouricius's book Democracy Without Politicians: Government By the People. MCP is a way for an AI application to call an external tool; this server returns matching passages using the book's actual words rather than summaries.

In plain words
What is it for?
Use it when developing, rebuilding, or checking the book-search server and when verifying that its tools return verbatim passages.
Why use it?
It explains the project's strict content rule and the commands needed to build, run, and test the server, reducing the risk of accidentally generating unauthorised paraphrases.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00927 $0.00927
Opus 5 $0.00464 $0.00464
Sonnet 5 $0.00185 $0.00185
Haiku 4.5 $0.00093 $0.00093

Measured 11d ago against content hash 5e9464c7aec5, method: parsed. Prices are Anthropic first-party input rates as of 2026-09-11, from the pricing page.

Security

Grade A, and why

democracy-without-politicians-mcp CLAUDE.md scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 11d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

What this is

A "search and read the book" MCP server over Terry Bouricius's Democracy Without Politicians: Government By the People (Routledge, 2026). Built with the book-power pipeline. Public: zhiganov/democracy-without-politicians-mcp.

The defining constraint: the book is CC BY-NC-ND, and the author granted permission (2026-06-23) on one condition — the tool must "find relevant text within the book, and display my actual words, rather than AI-generated summaries." So every tool returns a verbatim passage from the book. Nothing summarises or paraphrases. Any change that makes a tool emit model-authored prose breaks the permission. See README.md, NOTICE, and the comment headers in src/.

Commands

npm install
npm run gen # regenerate src/book-data.ts from source (optional — text is committed)
npm run build                     # tsc -> dist/
npm start # node dist/index.js (stdio MCP server)
node scripts/smoke.mjs # end-to-end exercise of every tool
node scripts/verify-rework.mjs # dump each tool's retrieved excerpts to eyeball
node scripts/verify-enrichment.mjs # GUARDRAIL — see below

There is no test runner; the three scripts/*.mjs are the verification harness. Run verify-enrichment.mjs after any change to retrieval or the curated data — it is the gate that keeps the permission contract true.

Architecture

A stdio MCP server built on the low-level Server SDK (not McpServer), exposing 10 tools (get_book_info, list_chapters, get_chapter, search_content, get_principles, get_multi_body_design, get_glossary, define_term, find_cases, get_chapter_highlights). Three data layers:

  1. src/book-data.ts — the verbatim book. Auto-generated (npm run gen), ~17 chapters as RawChapter[], large. Do not hand-edit; change the source or the gen script.
  2. src/data.ts — navigation, not content. ATTRIBUTION, BOOK_INFO, and the curated entry points (KEY_TOPICS ×12, MULTI_BODY ×7, GLOSSARY ×~20, CASES ×10). Each entry is a label + a search query + chapter hint — never a description of the book. The labels are index headings; the substance is always retrieved from book-data.ts at request time.
  3. src/index.ts — retrieval. At startup it splits chapters into paragraphs (≥80 chars, skipping bibliography entries via looksLikeCitation), keyword-scores them (scoreParas with a stopword set), and retrieveExcerpt(query, chapters) ranks paragraphs with a chapter score boost (+6, not a hard filter). The curated entries feed their query/chapters into this to attach a verbatim excerpt. Every response carries ATTRIBUTION.

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
