A starter package for Huawei Ascend development that includes device checks, container support, and basic PyTorch NPU capabilities. It is intended as the first setup step for general projects.

Use it to begin an Ascend project and verify that containers and PyTorch can use the NPU.

It gives new users a common starting point for checking hardware and preparing the basic Ascend software environment.
