Optimizes the description frontmatter of a Claude Code / Agent Skill - the text that decides whether Claude invokes the skill. Both halves of the loop (evaluation and improvement) run entirely through the `claude -p` CLI, so no `ANTHROPIC_API_KEY` is required.
