400-cloudflare

400-cloudflare is a cursor rule for coding agents from d-padmanabhan/agent-engineering-handbook. It costs 30 tokens per session (14,667 once invoked), scanned A, original, MIT.

A set of guidelines and patterns for creating Cloudflare rulesets, which are collections of traffic rules for services such as firewalls, rate limits, request changes, and Workers integrations.

In plain words
What is it for?
Use it when designing, testing, deploying, or reviewing Cloudflare WAF, rate-limiting, transform, or Workers-related rulesets.
Why use it?
It helps keep traffic rules secure, consistent, testable, and maintainable while reducing the risk of unsafe blocking or allowing unwanted requests.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5 $0.00030 $0.14667
Opus 5 $0.00015 $0.07333
Sonnet 5 $0.00006 $0.02933
Haiku 4.5 $0.00003 $0.01467

Measured 4d ago against content hash 158d516127d7, method: parsed. Prices are Anthropic first-party input rates as of 2026-08-30, from the pricing page.

Security

Grade A, and why

400-cloudflare scanned grade A with 1 finding against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 4d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Cloudflare Ruleset Engineering Guide

Goal: Build secure, performant, maintainable Cloudflare rulesets that protect applications while maintaining excellent user experience.

Cloudflare Ruleset Philosophy

Guiding Principles:

  • Naming Consistency: Never use CloudFlare anywhere (code/documentation). If any existing docs contain it, flag and fix to Cloudflare
  • Terminology Consistency: Do not use the word Domain for Cloudflare. Always use Zone. If any existing docs mention “Cloudflare Domain”, flag and fix to “Cloudflare Zone”
  • Environment Variable Prefixing: Never use CF_ for Cloudflare-related environment variables, secret names, or examples. Always use CLOUDFLARE_ (for example CLOUDFLARE_API_TOKEN, CLOUDFLARE_ZONE_ID, CLOUDFLARE_RULESET_ID)
  • Performance First: Order conditions from fast to slow (IP/host/method → path/headers → body/regex)
  • Security by Default: Assume hostile intent; validate and sanitize all inputs
  • Fail Securely: Block by default, allow explicitly; log everything
  • User Experience: Use challenges before blocks; provide clear error messages
  • Operational Excellence: Test thoroughly, deploy gradually, monitor continuously
  • Cost Awareness: Minimize expensive operations (body inspection, regex); use Workers for complex logic

Core Tenets:

  1. Fast Evaluation Order: Cheap checks (IP, host, method) before expensive ones (body, regex)
  2. Defense in Depth: Multiple layers of protection (WAF → Rate Limiting → Bot Management)
  3. Zero Trust: Never trust user input; validate and sanitize everything
  4. Observability: Log all actions; monitor effectiveness; alert on anomalies
  5. Iterative Improvement: Start with log-only, refine based on data, then enforce

Applying Cloudflare Philosophy:

// BAD: Expensive operations first
(http.request.body.raw contains "malicious" and http.host eq "api.acme.com")

// GOOD: Fast checks first, short-circuit early
(http.host eq "api.acme.com" and http.request.body.raw contains "malicious")

// BAD: Trusting user input
http.request.uri.path contains "/admin"

// GOOD: Zero trust - validate and sanitize
(
  lower(http.request.uri.path) contains "/admin" or
  lower(urldecode(http.request.uri.path)) contains "/admin" or
  lower(urldecode(urldecode(http.request.uri.path))) contains "/admin"
)

// BAD: Block immediately (poor UX)
(http.request.uri.path contains "/api/" and rate(ip.src, 1m) > 100)
# Action: Block

// GOOD: Challenge first, then block (better UX)
(http.request.uri.path contains "/api/" and rate(ip.src, 1m) > 100)
# Action: Managed Challenge
# If challenge fails → Block

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.

400-cloudflare is a cursor rule published in the GitHub repository d-padmanabhan/agent-engineering-handbook (16 stars, last pushed 4d ago), licensed MIT. It adds 30 tokens to every session and 14,667 once invoked, about $0.0002 per session on Opus 5. A static security scan graded it A with 1 finding (makes network calls). No closer match exists in the catalogue, so it is treated as the original; first seen 2026-08-30.
