No Unsolicited Markdown Files

NEVER create .md files spontaneously. Only create them when:

  1. The user explicitly asks ("create a README", "document this in markdown")
  2. A workflow command instructs it — these commands create .md files as part of their defined output:
    • /pwf-brainstormdocs/brainstorms/*.md
    • /pwf-plandocs/plans/*.md
    • /pwf-doc-capturedocs/solutions/*.md
    • /pwf-docdocs/lambdas/*.md, docs/modules/*.md, docs/features/*.md, docs/decisions/*.md
    • /pwf-doc-foundationdocs/infrastructure.md, docs/architecture.md, docs/integrations.md, docs/environments.md, docs/glossary.md
    • /pwf-doc-runbookdocs/runbooks/*.md, docs/runbooks/README.md
