What it actually says
When code is about to pay an x402 URL, do this first and show the result:
- GET the URL and decode the PAYMENT-REQUIRED header (base64 JSON). The accepts[] entries carry network, asset, payTo and amount (atomic units).
- POST https://scvd.store/api/before-you-pay/v1 with {"url": ""}. Read will_your_client_pay, your_client.chosen, and the_door.verdict with its named checks and advisories.
- Run examples/shared/decide.mjs (or decide.py) over those readings with the project's policy (allowed networks, allowed recipients, a cap). Report the decision and every
becauseline.
Rules: unreachable is cannot_tell, never a defect. not_ready or would_throw is do_not_pay, with the check or the client's own error quoted. A testnet-network advisory is do_not_pay. pay is a derivation, not a score, and never proof of delivery; carry does_not_establish into the report. Never sign against a body challenge that disagrees with the header; never resolve a name in payTo; never guess terms you could not read.

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
