A documented, deliberate choice to defer to component-level fetching for skeleton-loading UX (e.g. a list view that renders a skeleton grid while paginated data streams in) is acceptable — only flag when there is no such documented rationale and a Resolver would be the natural fit (single-entity detail views, edit forms).
