A routing guide for the sub-pj project workflow. It separates planning a project from carrying out an approved plan, and sends each request to the matching skill.

What is it for?
Use it to route project setup, planning checks, readiness reviews, daily work, resume tasks, handoffs, and generator or evaluator runs.
Why use it?
It prevents planning work from being mixed with execution work. It also makes clear that a gate, meaning a human approval point, cannot be passed automatically by the agent.
