Tämä skill kuvaa lainvalmistelun kulun Suomessa Lainvalmistelun prosessioppaan (https://lainvalmistelu.finlex.fi/) mukaisesti: kuka tekee, mitä tehdään ja mitä kustakin vaiheesta syntyy. Käytä sitä hankkeen vaiheistamiseen, aikataulutukseen ja sen hahmottamiseen, mitä missäkin vaiheessa pitää olla valmiina.
Lähtökohdat
- Lainsäädäntövaltaa käyttää eduskunta (perustuslaki 731/1999). Lait valmistellaan ministeriöissä, ja valmistelun laatu ratkaisee pitkälti lopputuloksen laadun.
- Kuuleminen on osa hyvää lainvalmistelua: sidosryhmillä on mahdollisuus lausua kantansa valmistelun aikana, ei vasta eduskuntakäsittelyssä.
- EU-säädöksen kansallinen täytäntöönpano kulkee saman prosessin läpi; liikkumavara ja täytäntöönpanon määräajat selvitetään valmistelussa.

1. Esivalmistelu
Kootaan tieto ongelmasta ja nykytilasta, arvioidaan hankkeen tarve ja suunnitellaan hanke. Päävaiheet: tavoitteen tai ongelman määrittäminen → alustava kartoitus → sidosryhmien näkemykset → päätös esivalmistelun käynnistämisestä → esivalmistelun tekeminen → näkemykset tuloksista → päätös hankkeen asettamisesta.

2a–2b. Perusvalmistelu
Työläin vaihe: tietopohja, ratkaisuvaihtoehdot, vaikutusten arviointi ja HE-luonnoksen kirjoittaminen. Tehdään virkatyönä (2a) tai valmisteluelimessä, kuten työryhmässä tai komiteassa (2b). Päävaiheet: valmistelun organisointi → tietopohjan kokoaminen → kuulemiset → ratkaisuvaihtoehdot ja vaikutusten arviointi → linjaukset → HE-luonnoksen laatiminen → luonnoksen hyväksyminen lausuntokierrokselle.
