folio-identify-legal-authority

folio-identify-legal-authority is a skill for Claude Code, Codex from alea-institute/folio-mcp. It costs 97 tokens per session (443 once invoked), scanned A, original, MIT.

A classifier for identifying what kind of legal source a citation or rule comes from, such as a statute, regulation, court case, treaty, or constitution. It uses the FOLIO legal-authority taxonomy.

In plain words
What is it for?
Use it to classify a legal citation or source of law and return its FOLIO category, subtype, definition, parent category, and identifier.
Why use it?
It removes the need to classify legal sources manually or rely on inconsistent labels. It also provides the official category, definition, identifier, and related references.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00097 $0.00443
Opus 5 $0.00048 $0.00221
Sonnet 5 $0.00019 $0.00089
Haiku 4.5 $0.00010 $0.00044

Security

Grade A, and why

folio-identify-legal-authority scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 12d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

What it actually says

Identify the type of legal authority using the FOLIO ontology's legal_authorities taxonomy branch.

Workflow

Given a legal citation, rule, regulation, or source of law, follow these steps:

  1. Search for matches: Use folio:search_concepts with the authority name or type to find candidate authority types in FOLIO.

  2. Browse the authority taxonomy: Use folio:get_taxonomy_branch("legal_authorities") to review all 14 top-level authority types (e.g., Statutes, Regulations, Caselaw, Treaties, Executive Orders, Constitutions, etc.).

  3. Drill into the best category: Use folio:get_children(iri) on the most promising category to find the specific authority subtype.

  4. Get full details: Use folio:get_concept(iri) on the best match to retrieve the complete definition, translations, identifiers, and cross-references.

Output Format

Return the classification as:

  • FOLIO Label: The official FOLIO concept name
  • FOLIO IRI: The concept's unique identifier (e.g., https://folio.openlegalstandard.org/...)
  • Definition: The FOLIO definition of this authority type
  • Parent Category: The parent category in the taxonomy hierarchy
  • Confidence: high / medium / low
  • Reasoning: Brief explanation of why this classification was chosen

If the authority could be classified under multiple types (e.g., an administrative regulation with statutory authority), note both classifications.

Changes

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
