Execution Steps

1. Scope and Authority Confirmation

  • Identify the standard type: national, industry, enterprise, internal guideline, or project specification
  • Confirm the document status: draft, review draft, approval draft, published baseline, or revision
  • Identify the target audience and expected authority of the document
  • Confirm whether the work is drafting, revision, clause analysis, comparison, or gap analysis
  • Identify the governing drafting rules and normative vocabulary for the target standards body or organization; do not assume one universal shall/should convention
  • Confirm jurisdiction, edition, effective date, supersession status, and applicability boundary when they affect authority

Completion criterion: document type, status, authority, task mode, drafting rules, jurisdiction, edition, and applicability are either verified or explicitly bounded.

2. Target and Authority Hierarchy

Treat the current target text and clause numbering as the object under change, not as proof of its own authority. Establish governing authority in this order:

  1. Binding laws, regulations, standards, official specifications, or formally delegated authority
  2. Applicable referenced standards and normative documents
  3. Approved upstream project documents or organizational rules within their delegated scope
  4. Expert judgment, clearly labeled as judgment rather than fact

When evidence is missing, mark "insufficient evidence, requires human verification" instead of inventing a basis.

Completion criterion: every material clause or revision proposal identifies its target anchor and governing authority level; conflicts between the target and a higher authority, and unavailable authority, remain visible as verification gaps.
