Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.
| Model | Per session | Once invoked |
|---|---|---|
| Fable 5.1 | $0.00137 | $0.00798 |
| Opus 5.5 | $0.00055 | $0.00319 |
| Sonnet 5.5 | $0.00027 | $0.00160 |
| Haiku 4.5 | $0.00014 | $0.00080 |
Grade A, and why
issue-conventions-guide scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 1mo ago.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Nothing flagged
None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.
How it starts
The opening of the file, as written. The whole thing — 53 lines — stays where its author put it; the contents beside it link to each section on GitHub.
Issue Conventions — Dispatcher
This skill routes work to a subagent. It carries no taxonomy rules of its own — rules and issue bodies stay in the subagent so they never enter the session context.
Step 1: Resolve the config
Read the first that exists: .claude-plugin/issue-conventions.json → .claude/issue-conventions.json → ~/.claude/issue-conventions.json.
A hit without a taxonomyDocument field counts as no taxonomy.
No config, or the document is missing or unparseable: do NOT invent a taxonomy and do NOT block the operation. Apply whatever labels already exist in the repo, say once per session — "This repo has no issue taxonomy; /issue-conventions-setup can design one" (or name the broken path) — then carry on.
Step 2: Route
Pick the row that matches what is about to happen. Launch the subagent with the instruction file as its system prompt, and pass it the taxonomyDocument path plus the issue data. Use models.<key> and efforts.<key> from the config.
| Situation | Instructions | Model key |
|---|---|---|
| A new issue is being created | ${SKILL_DIR}/references/classify-new.md |
classifyNew |
| An existing issue changes scope, priority, severity, or classification; or is closed with a reason | ${SKILL_DIR}/references/reclassify.md |
reclassify |
| Several issues at once (splitting an epic, a small cleanup) | ${CLAUDE_PLUGIN_ROOT}/templates/batch-classify.md |
batchClassify |
| The whole backlog | stop — tell the user to run /issue-conventions-relabel |
— |
| "Is everything still consistent?" | stop — tell the user to run /issue-conventions-drift |
— |
The subagent cannot see this conversation. Pass it a 2–3 sentence summary of what the issue is about, alongside the issue number or the draft title and body.
Step 3: Act on what comes back
Every classification subagent returns the same shape:
{ "labels": ["type:x", "priority:y"], "title": "...", "confidence": "high|low",
"question": null }
questionis null — apply it. Labels go in one call:gh issue create --label "a,b,c". For an edit use--add-label/--remove-label, never--label(it overwrites).questionis set — it holdstextandoptions. Raise it withAskUserQuestionin this session (the subagent has no such tool), then apply the answer. If the answer reads like a general rule rather than a one-off, offer to add it to the document's disambiguation section.
What ships with it
2 files beside SKILL.md in the same directory: the scripts, references and assets a skill reads on demand. Not counted in the per-session cost; read them before you install if any of them is executable.
What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.

issue-conventions-guide is a skill published in the GitHub repository artem-from-ua/claude-plugins (11 stars, last pushed 1mo ago), licensed MIT. It adds 137 tokens to every session and 798 once invoked, about $0.0005 per session on Opus 5.5. A static security scan graded it A with 0 findings. No closer match exists in the catalogue, so it is treated as the original; first seen 2026-09-08.
