Propósito
No toda consulta de consumo necesita una revisión completa. Muchas preguntas son "¿podemos hacer X?" y necesitan una respuesta rápida, fundamentada y con nivel de riesgo claro. Este skill es el filtro rápido: semáforo + fundamento + siguiente paso si hace falta profundizar.
