Scheduled task that should run every hour. Writes to /tmp/watcher-heartbeat.txt which downstream tooling reads (consumer exists via pattern-match). Used in the fixture to exercise the stale_schedule detector: cron is set, enabled=true, but lastRunAt is ancient.
