Rules

  1. Read AGENTS.md first. It is the highest authority; there is no separate constitution file.
  2. For review, show the current rules.
  3. For compliance, check the proposed change against each rule.
  4. For amendments, require a justification and make the edit in AGENTS.md itself.
  5. Do not weaken a rule without saying so, and why, in the change's description.
