The hard gate before reporting. Audit the artifact set — every finding evidence-grounded and
consistent, every objective resolved — and emit a machine-readable verdict to
review/findings-review.md (the contract in report-template §1.1). A FAIL blocks /pt-report;
gaps must be fixed or explicitly waived. Serves the "track work quality" goal.
When to use, when to skip

Process
Step 0: Validate + resume
Confirm inputs exist. Resume: re-running recomputes the verdict and overwrites
review/findings-review.md — idempotent.
Step 1: Per-finding audit (finding-schema §7)
For each finding: grounding (no verified without dynamic evidence; potential-unverifiable
states a rationale); severity matches the cvss.base_score band and the CVSS v4 vector parses;
finding_class ∈ §4.1 vocab; traceability resolves (tm_id/surface_ids/asset_ids exist);
required sections present; verified has a deterministic ## Reproduction. false-positive retained
but excluded from counts.
Step 2: Coverage audit (test-objectives-schema §7 review gate)
Recompute coverage from the ledger, not prose: no row is pending/in-progress; every terminal
row satisfies its §5 consistency constraint (tested-vulnerable ≥1 finding_ref; tested-secure
empty or false-positive-only; unverifiable → a potential-unverifiable finding; excluded has a
reason). ## Surface coverage accounts for every S-NNN.
