A diagnostic procedure for a stuck Arkova pull request, which is a request to merge code into another branch. It examines required checks, merge-queue behavior, tier declarations, and ledger-related failures.

Use it to investigate blocked merges, failed checks, Mergify queue behavior, tier under-declaration, and orphaned migration-ledger entries.

It distinguishes a pull request that is waiting from one that has genuinely failed. It also helps identify problems that can affect every pull request at once.
