IRON LAW — 企業創新治理的三條鐵律
IRON LAW 1：創新是組合（Portfolio），不是專案
單一專案成敗率 90%+ 失敗。
創新的成功來自「多個 bet 中有一個大贏」的組合邏輯。
不做組合管理的公司，把賭注押在「某個 Star 專案」，
一般結果就是該專案失敗、創新部門被砍。
IRON LAW 2：核心事業與新事業不能「公平對待」
公平對待 = 殺死新事業。
新事業按本業的 ROI、Margin、審批流程運作，必然死亡。
必須「雙軌治理」：
（1）資源分配：視同孫子女、不與本業搶
（2）治理速度：新事業決策時速 > 本業 3–5 倍
（3）失敗容忍：新事業 80% 停止是正常、本業 10% 停止已是災難
IRON LAW 3：創新治理的 CEO 角色不可外包
CEO 不能只「設立創新長 / 新事業處」然後放手。
以下三項只有 CEO 能做：
（1）保護新事業免於本業部門「扼殺」
（2）決定資源組合（H1 : H2 : H3 投資比例）
（3）容忍短期財務表現下滑
