prd-to-issues

prd-to-issues is a skill for Claude Code from craigcossairt/trellis. It costs 57 tokens per session (663 once invoked), scanned A, a copy of prd-to-issues, MIT.

A workflow that turns a product requirements document into small tracker issues, with each issue covering a thin end-to-end slice of the feature.

In plain words
What is it for?
It is for breaking PRDs into implementation tickets, labeling work as requiring human input or not, mapping issues to user stories, and checking whether the breakdown is the right size.
Why use it?
It makes a large plan easier to implement and review by splitting it into work items that can be taken independently while showing dependencies and human decisions.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00057 $0.00663
Opus 5 $0.00028 $0.00331
Sonnet 5 $0.00011 $0.00133
Haiku 4.5 $0.00006 $0.00066

Security

Grade A, and why

prd-to-issues scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 10d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

PRD to Issues

Break a PRD into independently-grabbable issues in the project's tracker using vertical slices (tracer bullets).

Process

1. Locate the PRD

Ask the user for the PRD issue number (or URL).

If the PRD is not already in your context window, fetch it (with comments).

2. Explore the codebase (optional)

If you have not already explored the codebase, do so to understand the current state of the code.

3. Draft vertical slices

Break the PRD into tracer bullet issues. Each issue is a thin vertical slice that cuts through ALL integration layers end-to-end, NOT a horizontal slice of one layer.

Slices may be 'HITL' or 'AFK'. HITL slices require human interaction, such as an architectural decision or a design review. AFK slices can be implemented and merged without human interaction. Prefer AFK over HITL where possible.

4. Quiz the user

Present the proposed breakdown as a numbered list. For each slice, show:

  • Title: short descriptive name
  • Type: HITL / AFK
  • Blocked by: which other slices (if any) must complete first
  • User stories covered: which user stories from the PRD this addresses

Ask the user:

  • Does the granularity feel right? (too coarse / too fine)
  • Are the dependency relationships correct?
  • Should any slices be merged or split further?
  • Are the correct slices marked as HITL and AFK?

Iterate until the user approves the breakdown.

5. Create the issues

For each approved slice, create a tracker issue. Use the issue body template below.

Create issues in dependency order (blockers first) so you can reference real issue numbers in the "Blocked by" field.

#

What to build

A concise description of this vertical slice. Describe the end-to-end behavior, not layer-by-layer implementation. Reference specific sections of the parent PRD rather than duplicating content.

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
