gspc-route

gspc-route is a skill for Claude Code from CSOAI-ORG/councilof-ai. It costs 168 tokens per session (690 once invoked), scanned A, original, MIT.

A policy-based router that chooses among declared service candidates. It applies rules such as read-only, local-only, European Union-only, or no-unmeasured candidates, then returns a decision record without executing anything.

In plain words
What is it for?
Use it to select an allowed candidate under Cedar policies, where Cedar is a language for writing access and selection rules, or to inspect a routing decision.
Why use it?
It removes manual checking of routing rules before selecting a service. It reports ties and untested cases instead of pretending that one candidate is better.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00168 $0.00690
Opus 5.5 $0.00067 $0.00276
Sonnet 5.5 $0.00034 $0.00138
Haiku 4.5 $0.00017 $0.00069

Security

Grade A, and why

gspc-route scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 13d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

What it actually says

GSPC Route: decide a path under your policy (free, decide-only)

GSPC Route (free, decide-only): applies the caller's Cedar policy (presets read-only, local-only, eu-only, no-unmeasured; forbid_providers; allow_kinds) and the fixed GSPC floor to candidates the caller declares, or to the GSPC MCP tools, reads the live board for the named quality axis, and returns the chosen candidate with an unsigned route record (csoai.evidence-event/0.1, profile csoai.route-evidence/0.1). The same module as the free MCP tool route. Routing is not ranking: TIE and UNTESTED are stated as they are, and a caller tie_break decides an unseparated comparison. Nothing is executed or charged; mode execute answers NOT_ENABLED. Measurement, not certification.

How to call it

This is an A2A skill of the Council of AI measurement agent (agent card: https://councilof.ai/.well-known/agent-card.json). Send SendMessage to POST https://councilof.ai/api/a2a with header A2A-Version: 1.0; params.message carries a messageId and parts, and one structured part selects the skill: {"data": {"skill": "gspc-route", "input": {...}}, "mediaType": "application/json"}. Calling it needs no account, key or registration (see https://councilof.ai/auth.md).

Examples

  • SendMessage with Part.data {"skill":"gspc-route","input":{"task":"Summarise a public paragraph.","objective":{"quality_axis":"governance"},"candidates":[{"id":"local:llama3.2-3b","kind":"local_gpu","model":"llama3.2:3b","endpoint":"local:ollama/llama3.2:3b","read_only":true},{"id":"local:mistral-7b","kind":"local_gpu","model":"mistral:7b","endpoint":"local:ollama/mistral:7b","read_only":true}]}}

Changes

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.

gspc-route is a skill published in the GitHub repository CSOAI-ORG/councilof-ai (3 stars, last pushed today), licensed MIT. It adds 168 tokens to every session and 690 once invoked, about $0.0007 per session on Opus 5.5. A static security scan graded it A with 0 findings. No closer match exists in the catalogue, so it is treated as the original; first seen 2026-10-03.
