国家公派留学由国家留学基金管理委员会（China Scholarship Council，CSC）组织实施，依据《国家公派出国留学研究生管理规定》（留金发〔2007〕3010 号）、《国家公派出国留学选派办法》以及每年发布的《国家留学基金资助出国留学项目指南》选派。
资助内容（CSC 标准包）：一次往返国际旅费 + 批准留学期间的奖学金生活费（按国家与城市分档，例如美国一类地区约 1900 美元/月，英国约 1200~1500 英镑/月，德国约 1200 欧元/月）+ 批准留学期间的学费（部分项目含学费，多数博士/联合培养项目免学费）+ 签证费 + 安置费等。
关键时间节点（参考 2024 年度，具体以当年指南为准）：
- 3 月 10 日前：申请人完成网上报名（国家公派留学管理信息平台 https://sa.csc.edu.cn ）
- 3 月 20 日前：推荐单位完成材料审核与推荐
- 4 月~5 月：CSC 组织专家评审
- 5 月底~6 月初：公布录取结果
- 6 月~7 月：办理签证、派出手续
- 7 月起：陆续派出（部分项目可延至次年 1 月派出）
