Getting it into your agent
One page per mod, every tool's command on it. A separate URL per tool would split the same page into five that compete with each other.

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.
| Model | Per session | Once invoked |
|---|---|---|
| Fable 5.1 | $0.00051 | $0.01782 |
| Opus 5.5 | $0.00020 | $0.00713 |
| Sonnet 5.5 | $0.00010 | $0.00356 |
| Haiku 4.5 | $0.00005 | $0.00178 |
Grade A, and why
federal-regulations-guide scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 8d ago.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Nothing flagged
None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.
How it starts
The opening of the file, as written. The whole thing — 72 lines — stays where its author put it; the contents beside it link to each section on GitHub.
Scope
Use the Federal Register for published proposals, final rules, notices, and presidential documents; eCFR for codified regulatory text at a current or historical date; and Regulations.gov for docket records and public comments. A proposal or final-rule publication alone does not establish what the CFR says at the date being researched.
Federal Register and eCFR research is keyless. Docket and comment retrieval needs REGULATIONS_GOV_API_KEY. Without it, continue with published documents, their embedded comment metadata, and CFR text; identify the comment evidence you could not inspect.
The server reads records. It neither submits comments nor downloads and parses attachment files. Statutes and court decisions require other sources.
Identifiers
| Handle | Obtain it from | Use it for |
|---|---|---|
| FR document number | documentNumber in regulations_search_rules or regulations_list_open_comments; frDocNum on a regulations_get_docket document | Open the publication with regulations_get_document, or locate its comments with regulations_find_comments |
| Printed docket number | docketIds on Federal Register results or document detail | Find related Federal Register publications with regulations_search_rules; this is not necessarily a Regulations.gov docket ID |
| RIN | regulationIdNumbers on Federal Register results or detail | Follow related rulemaking publications with regulations_search_rules |
| Executive order number | presidential.number on a presidential document (proclamation and determination numbers appear there too) | Find the order itself with regulations_search_rules executive_order_number; a full-text query on the number matches every document that cites it |
| Regulations.gov docket ID | regulationsGovDocketId on discovery results; docketId on regulations_get_document | Read the docket (search its documents with search_term) or list docket-wide comments |
| Regulations.gov document ID | regulationsGovDocumentId on Federal Register results or detail; documentId in a docket | List comments on that document, or read its files and attachments with regulations_get_docket document_id |
| Document object ID | objectId on a document in regulations_get_docket | List comments on that document; do not substitute a docket's or comment's object ID |
| Comment ID | commentId in regulations_find_comments list results | Read that comment's body, status, and attachment URLs |
| CFR location | cfrReferences supplies title and part; regulations_browse_cfr supplies sections and complete appendix identifiers | Read codified text with regulations_get_cfr_section |
| CFR version date | date on a row from regulations_browse_cfr versions mode | Read the text as it stood from that day with regulations_get_cfr_section date |
What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
