Getting it into your agent
One page per mod, every tool's command on it. A separate URL per tool would split the same page into five that compete with each other.

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.
| Model | Per session | Once invoked |
|---|---|---|
| Fable 5.1 | $0.00078 | $0.01885 |
| Opus 5.5 | $0.00031 | $0.00754 |
| Sonnet 5.5 | $0.00016 | $0.00377 |
| Haiku 4.5 | $0.00008 | $0.00188 |
Grade A, and why
openstates-guide scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured yesterday.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Nothing flagged
None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.
How it starts
The opening of the file, as written. The whole thing — 72 lines — stays where its author put it; the contents beside it link to each section on GitHub.
Scope
State legislatures through Open States: bills, votes, legislators, committees, and hearings for the 50 states, DC, and the five US territories, scraped from each legislature's site and trailing it by hours to days.
- Congress is out of scope, though openstates_get_legislators_by_location returns a coordinate's members of Congress alongside its state legislators. Federal bills and votes come from a Congress.gov source such as congressgov-mcp-server.
- The server does not geocode. Turn an address into decimal coordinates with a geocoder (openstreetmap-mcp-server composes) before the location lookup.
Identifiers
| ID | Form | Comes from | Feeds |
|---|---|---|---|
| Jurisdiction | ocd-jurisdiction/country:us/state:tx/government; tools also take Texas or tx |
openstates_list_jurisdictions | every jurisdiction input, including the jurisdiction resource URI |
| Session | 89R, 892, 20252026, 2025-2026 |
the identifier of each legislative session from openstates_get_jurisdiction |
session filters, the openstates_get_bill path lookup |
| Bill (OCD) | ocd-bill/<uuid> |
id on openstates_search_bills results |
openstates_get_bill direct lookup, copied verbatim |
| Bill (legislature) | HB 2, SB 1090 |
a bill's identifier, its related bills, event agenda entries |
openstates_get_bill with jurisdiction and session |
| Person | ocd-person/<uuid> |
legislator results, sponsorships, vote positions, committee memberships | openstates_search_people by id; the bill sponsor filter |
| Committee | ocd-organization/<uuid> |
openstates_search_committees | openstates_get_committee; the parent filter for subcommittees |
| Event | ocd-event/<uuid> |
openstates_search_events | openstates_get_event |
A person ID is stable across sessions. A bill's IDs are not: a bill reintroduced next session gets a new identifier and a new OCD ID.
Gates
Pin the session before naming a bill. A bill identifier is unique only within one session of one jurisdiction. HB 2 is a different bill in every session, special sessions included, and Texas's 2025 alone runs 89R, 891, and 892. Read the sessions from openstates_get_jurisdiction, choose by start and end dates, and pass the exact identifier, never a year or the session's name. When "this session" spans a regular session and called sessions, say which one you answered for.
What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.

openstates-guide is a skill published in the GitHub repository cyanheads/openstates-mcp-server (2 stars, last pushed 2d ago), licensed Apache-2.0. It adds 78 tokens to every session and 1,885 once invoked, about $0.0003 per session on Opus 5.5. A static security scan graded it A with 0 findings. No closer match exists in the catalogue, so it is treated as the original; first seen 2026-10-28.
