Quick Decision Matrix

Given (brand, model year, odometer), determine eligibility in one pass:

ELIGIBLE if:
  (current_year - model_year) <= brand_max_years
  AND odometer < brand_max_miles
  AND sold by authorized brand dealer
  AND passes brand inspection

If ineligible, the "Certified" badge is either dealer-house (not factory) or fraud - always demand the factory CPO certificate PDF before accepting any CPO-related price premium.
