The dashboard is the daemon's live web UI, a window onto the same store every
$capusqa-* skill writes to. This skill just opens it.
Open it

When something's off
Daemon down or open fails → capusqa serve --open in a terminal. On a custom
port the dashboard lives at that port. Anything else → $capusqa-help.
What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
