sources/_spec.md. Es un archivo corto y es la capa más estable del
proyecto: se revisa una vez al año.

Regla de nivel — la que más se incumple
Una norma se registra en el nivel que le corresponde, no en el que la encontraste.
Si hallas un acuerdo distrital de una ciudad, va al pack de esa ciudad — nunca al nacional. Un usuario de otro municipio siguiendo una norma que no lo cubre es el peor fallo posible de este sistema.
