neqsim-psc-bid-economics-screening

neqsim-psc-bid-economics-screening is a skill for Claude Code, Codex from equinor/neqsim-community-skills. It costs 101 tokens per session (3,023 once invoked), scanned A, original, Apache-2.0.

An educational method for estimating the value of an oil and gas exploration-block bid under a Production Sharing Contract, or PSC. A PSC is an agreement that divides production and costs between a government and an oil company.

In plain words
What is it for?
It is for screening bid-round blocks, comparing development concepts, and testing whether a proposed profit-oil share can support the project. It uses inputs such as production, capital spending, operating costs, discovery chance, and fiscal terms.
Why use it?
It helps compare a proposed government share with the chance of discovery, development costs, taxes, bonuses, and delays before committing to a bid. It also estimates the offered share at which expected value reaches zero.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00101 $0.03023
Opus 5.5 $0.00040 $0.01209
Sonnet 5.5 $0.00020 $0.00605
Haiku 4.5 $0.00010 $0.00302

Security

Grade A, and why

neqsim-psc-bid-economics-screening scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 22d ago.

The scan reads SKILL.md. This mod also ships 8 executable files (examples/basic_psc_bid_screening.py, src/psc_bid_economics_screening/__init__.py, src/psc_bid_economics_screening/analysis.py, …), listed below but not scanned — reading those needs a real analyzer, not pattern matching.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

PSC Bid Economics Screening

Use this skill to put a number on a Production Sharing Contract bid before there is a discovery. The bid variable is the offered State share of profit oil, so the useful answer is the break-even share at which the expected monetary value (EMV) is zero, and the headroom between that and the offer.

When to Use

  • A bid-round block must be judged on value, not volume.
  • A near-field tie-back and a stand-alone concept need the same fiscal wrapper.
  • An agent needs a quick "can the block bear this offer" answer to scope a deeper study.

Inputs

  • production_mmbbl, capex_musd, opex_musd: yearly development profile starting the year after discovery, at 100%.
  • profit_oil_share_offered: State share of profit oil, the bid variable.
  • chance_of_discovery: probability of a developable discovery.
  • working_interest, signature_bonus_musd, exploration_program_musd, discovery_delay_years.
  • volume_scales and volume_weights: optional P90/P50/P10 outcomes given a discovery, for example scales 0.6/1.0/1.5 with weights 0.3/0.4/0.3.
  • Model terms: oil_price, discount_rate, royalty_rate, cost_oil_cap, tax_rate, depreciation_years, loss_offset_cap, optional price-linked share step.
  • Optional share table: share_table (for example load_annex_xx()), realisation_discount_usd (Brent minus realised price) and rate_per_producer_bbld (number or one value per year).

Outputs

  • emv_musd, pv_development_given_discovery_musd, pv_pre_discovery_cost_musd.
  • break_even_profit_oil_share, share_headroom, government_take, effective_profit_oil_share (production-weighted share actually paid).
  • bid_verdict: value_creating, thin_headroom (headroom below 0.05) or negative_emv.
  • With what_you_need_to_believe: break-even chance of discovery and the P50 volume for EMV = 0; with minimum_economic_volume, breakeven_oil_price and find_crossover: zero-NPV volume, Brent and tie-back versus stand-alone crossover.
  • assumptions.

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
