Getting it into your agent
One page per mod, every tool's command on it. A separate URL per tool would split the same page into five that compete with each other.

What it costs to keep this loaded
Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.
| Model | Per session | Once invoked |
|---|---|---|
| Fable 5.1 | $0.00107 | $0.03612 |
| Opus 5 | $0.00053 | $0.01806 |
| Sonnet 5 | $0.00021 | $0.00722 |
| Haiku 4.5 | $0.00011 | $0.00361 |
Grade A, and why
strategic-questioning scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 3d ago.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Nothing flagged
None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.
How it starts
The opening of the file, as written. The whole thing — 221 lines — stays where its author put it; the contents beside it link to each section on GitHub.

Strategic Questioning
Most leaders talk 80% of the time and listen 20%. The most effective ones reverse the ratio.
This is not a call for silence, nor a suggestion that leaders abdicate their responsibility to decide. It is a recognition that the instrument leaders reach for first -- the declarative statement, the directive, the answer -- is often the wrong tool for the job. Statements close conversations. Questions open them. Statements transfer information. Questions generate it. Statements produce compliance. Questions produce ownership. The leader who defaults to answering is doing the intellectual work that their team should be doing, solving problems that their team should be defining, and building a dependency that feels like efficiency but functions as a constraint on every person in the room.
Strategic questioning is not Socratic theatre -- asking questions to which you already know the answer so that others can arrive at your predetermined conclusion. It is the genuine use of inquiry as a leadership instrument: to surface information you do not possess, to challenge assumptions (including your own), to inspire thinking that exceeds what you could produce alone, and to build the collective intelligence of the organisation rather than centralising it in one person.
The Practice
Five Questions Every Leader Should Ask Repeatedly
These are not one-time inquiries. They are recurring instruments -- questions that produce different and valuable information each time they are deployed, precisely because the context surrounding them is always changing.
1. "How can I help?" The impulse to support others is admirable; the execution is usually wrong. Leaders swoop in with solutions before the problem is defined. Asking "How can I help?" forces the other person to articulate what they actually need -- which is the first step toward owning and solving the problem themselves. The question is a gift disguised as an offer: it transfers agency back to the person who should have it.
What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.

strategic-questioning is a skill published in the GitHub repository fatihguner/foreman (48 stars, last pushed 4d ago), licensed MIT. It adds 107 tokens to every session and 3,612 once invoked, about $0.0005 per session on Opus 5. A static security scan graded it A with 0 findings. No closer match exists in the catalogue, so it is treated as the original; first seen 2026-09-06.
Other skills, from other repositories
apply-grow-coaching
Use when a manager wants to help a direct report solve a problem, develop a skill, or reach a goal through structured questioning rather than advice-giving — because telling people answers builds dependency while coaching builds self-sufficiency.
apply-coaching-habit
Use when a manager wants to shift their default interaction style from advice-giving to question-asking — so that direct reports build self-sufficiency rather than dependence, and the manager's time is freed from problems the team can solve themselves.
design-team-meeting-structure
Use when a team's meetings feel like the wrong type of conversation for the decisions being made, when meetings are too frequent or too infrequent, or when team members feel their time is wasted — to design the right meeting types, cadences, and facilitation practices for how the team actually works.
apply-five-commander-virtues
Use when assessing, developing, or hiring for leadership capability — to evaluate a leader against the five virtues that Sun Tzu identifies as determinants of strategic success and diagnose which virtue deficits are causing organisational or competitive failures.
write-performance-review
Use when writing or calibrating a performance review for a direct report at any level.
coaching-returns
A coaching approach for helping high-performing leaders and specialists improve through questions, reflection, honest feedback, and outside perspective. Coaching supports changes in behavior and performance; it is different from training, which mainly teaches skills.
