start-new-app

start-new-app is a skill for Claude Code, Codex from gabonio/agent-operator-toolkit. It costs 62 tokens per session (430 once invoked), scanned A, original, MIT.

A guided process for designing and scaffolding a new application after its goals, users, data, platform, integrations, security, deployment, and ownership are understood. Scaffolding means creating the initial project structure and code.

In plain words
What is it for?
Planning a greenfield application, gathering requirements, approving its initial design, creating the minimum project structure, and verifying that it runs locally.
Why use it?
It prevents code generation from starting before important product and engineering decisions are agreed. It also establishes a practical local run path and records what remains to be hardened.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00062 $0.00430
Opus 5.5 $0.00025 $0.00172
Sonnet 5.5 $0.00012 $0.00086
Haiku 4.5 $0.00006 $0.00043

Security

Grade A, and why

start-new-app scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 6d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

What it actually says

Start New App

  1. Resolve profiles. Ask one plain-language question at a time, only about unknowns that change the design: users/outcomes, data/growth, platform, integrations, trust boundaries, local development, deployment, ownership, and prototype limits. When the stack is undecided or reconsideration is requested, use the conditional stack-selection interview; otherwise preserve the established stack.
  2. Use lens routing for relevant product and engineering questions, then turn answers into decisions.
  3. Design cohesive capability modules and developer navigation, scaled to the app's complexity. Follow develop-from-spec; require explicit approval of the proposed stack and plan before scaffolding. Load only standards matching the approved stack.
  4. For specialized platform work, delegate through external capability routing. Deployment is separate and requires explicit authorization naming the application and environment.
  5. Establish and verify a production-like local run path. Scaffold only the approved minimum, include relevant ownership/test/navigation acceptance criteria, and report deferred hardening and handoff gaps.
  6. Add AGENTS.md or CLAUDE.md guidance only with explicit permission; merge without overwriting existing rules.

Prototype projects must also read prototype delivery. Never present a prototype as production-ready.

Changes

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
