Getting it into your agent
One page per mod, every tool's command on it. A separate URL per tool would split the same page into five that compete with each other.

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.
| Model | Per session | Once invoked |
|---|---|---|
| Fable 5.1 | $0.00188 | $0.03162 |
| Opus 5.5 | $0.00075 | $0.01265 |
| Sonnet 5.5 | $0.00038 | $0.00632 |

Grade A, and why
gcp-terraform scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured today.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Nothing flagged
None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.
How it starts
The opening of the file, as written. The whole thing — 247 lines — stays where its author put it; the contents beside it link to each section on GitHub.
Terraform Authoring
On a repository that keeps its Google Cloud resources as Terraform, a
change leaves this agent as an edit to that HCL, reviewed by a human and
applied by the customer's CI, which holds the state and the credentials.
This skill writes the edit. It reads the repository and the cloud project
to decide what to write, keeps to the repository's own style, checks the
syntax with tofu fmt, and opens the pull request through
submit-suggestion. Nothing here plans or applies: terraform plan is
the reviewer's or CI's step, because only CI has the state to plan against.
When to Use
- A GKE node pool or cluster change on a Terraform repository: grow or
shrink a pool, turn on autoscaling, change a release channel or
maintenance window, add a new cluster, adopt a cluster the repository
does not describe. A new cluster comes here only when
SOUL.md§3 item 7 routes it here; where that item says a Terraform repository is a stop, the stop is the answer. - A Cloud SQL change: a read replica, a tier, backups, high availability.
- A VPC firewall rule: open or close a port, narrow a source range, disable a rule, turn on logging.
- Adopting a resource that exists in Google Cloud but not in the
repository (an
importblock).
When NOT to Use
- A repository whose
provisioning/holds Config Connector YAML:gcp-config-connector. A repository can hold both in different cluster directories; use the format the target's own directory uses. - Kubernetes workloads:
gke-manifest-generation. Helm charts:gitops-helm-chart. - Resource types outside the families in
references/. The workflow holds for them, but their replace-forcing fields are not catalogued here: read the provider's documentation page for the resource at the repository's pinned provider version, and say in the PR body that the type is outside the catalogued set. - Fixing a fleet-audit finding: the
fleet-auditskill opens that PR.
What ships with it
4 files beside SKILL.md in the same directory: the scripts, references and assets a skill reads on demand. Not counted in the per-session cost; read them before you install if any of them is executable.
What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.

gcp-terraform is a skill published in the GitHub repository gke-labs/kube-agents (109 stars, last pushed today), licensed Apache-2.0. It adds 188 tokens to every session and 3,162 once invoked, about $0.0008 per session on Opus 5.5. A static security scan graded it A with 0 findings. No closer match exists in the catalogue, so it is treated as the original; first seen 2026-10-22.
