proposal-review

proposal-review is a skill for Claude Code, Codex from gongxuanzhang/shengsheng-skill. It costs 183 tokens per session (2,004 once invoked), scanned A, original, MIT.

A guided workflow for creating a formal proposal or change-review document. It collects the background, planned changes, purpose, affected areas, risks, rollback steps, related documents, and review checklist.

In plain words
What is it for?
Use it to prepare architecture, product, or engineering change proposals and to organise the information needed for stakeholder or technical review.
Why use it?
It turns scattered project information into a consistent document that reviewers can use to understand a change and decide whether to approve it.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00183 $0.02004
Opus 5 $0.00092 $0.01002
Sonnet 5 $0.00037 $0.00401
Haiku 4.5 $0.00018 $0.00200

Security

Grade A, and why

proposal-review scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 12d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

Proposal Review Document Generator (方案审核清单生成器)

This skill guides users through a conversational workflow to produce a professional proposal review document. The document is designed to be handed to reviewers (team leads, architects, or stakeholders) so they can quickly understand the change, assess risks, and make an approval decision.

Language Detection

Detect the user's language from their first message:

  • If the user writes in Chinese, conduct the entire workflow in Chinese and output the final document in Chinese
  • If the user writes in English, use English throughout
  • If the user mixes languages, default to Chinese but ask for preference

Workflow Overview

The workflow has 3 phases. Walk the user through each phase conversationally — ask questions one group at a time, never dump everything at once. The goal is to feel like a productive discussion, not a form to fill out.

Phase 1: Context Gathering (理解背景)

Start by understanding the big picture. Ask these questions naturally (adapt based on what the user has already shared):

Round 1 — The "Why":

  • What problem are you trying to solve, or what opportunity are you pursuing?
  • What triggered this change? (a bug, a feature request, performance issue, tech debt, business requirement?)
  • Is there urgency or a deadline?

Round 2 — The "What":

  • What systems, modules, or services will be modified?
  • Can you describe the key changes at a high level?
  • Are there any changes to APIs, database schemas, or external interfaces?
  • Will this affect any configuration, deployment pipelines, or infrastructure?

Round 3 — The "Who and Where":

  • Which teams or people are affected by this change?
  • Are there any downstream consumers or upstream dependencies?
  • Does this touch user-facing functionality?

After each round, summarize what you've understood and confirm with the user before moving on. If the user provides information proactively, skip questions that are already answered.

Phase 2: Risk & Mitigation (风险与应对)

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
