Configure Agent PR Attestation

Sets up a PostToolUse hook that signs and uploads an in-toto attestation to the Harness Evidence Vault every time an AI coding agent creates a PR/MR.

Instructions

Follow these steps in exact order. Do NOT skip steps or reorder them.

Step 1: Check Prerequisites

Run these checks and report what's missing. Do not proceed until all are installed.
