HashiCorp Agent Skills is a collection of reusable instructions and plugins that help coding agents work with Terraform and Packer. Developers use it to add HashiCorp product workflows to supported coding-agent tools, either individually or as product bundles.
Getting it into your agent
One page per mod, every tool's command on it. A separate URL per tool would split the same page into five that compete with each other.

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.
| Model | Per session | Once invoked |
|---|---|---|
| Fable 5 | $0.00033 | $0.01227 |
| Opus 5 | $0.00016 | $0.00613 |
| Sonnet 5 | $0.00007 | $0.00245 |

Grade A, and why
windows-builder scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 5d ago.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Nothing flagged
None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

Windows Builder
Platform-agnostic patterns for building Windows images with Packer.
Reference: WinRM Communicator
Note: Windows builds incur significant costs and time. Expect 45-120 minutes per build due to Windows Updates. Failed builds may leave resources running - always verify cleanup.
WinRM Communicator Setup
Windows requires WinRM for Packer communication.
AWS Example
source "amazon-ebs" "windows" {
region = "us-west-2"
instance_type = "t3.medium"
source_ami_filter {
filters = {
name = "Windows_Server-2022-English-Full-Base-*"
}
most_recent = true
owners = ["amazon"]
}
ami_name = "windows-server-2022-${local.timestamp}"
communicator = "winrm"
winrm_username = "Administrator"
winrm_use_ssl = true
winrm_insecure = true
winrm_timeout = "15m"
user_data_file = "scripts/setup-winrm.ps1"
}
WinRM Setup Script (scripts/setup-winrm.ps1)
<powershell>
# Configure WinRM
winrm quickconfig -q
winrm set winrm/config '@{MaxTimeoutms="1800000"}'
winrm set winrm/config/service '@{AllowUnencrypted="true"}'
winrm set winrm/config/service/auth '@{Basic="true"}'
# Configure firewall
netsh advfirewall firewall add rule name="WinRM 5985" protocol=TCP dir=in localport=5985 action=allow
netsh advfirewall firewall add rule name="WinRM 5986" protocol=TCP dir=in localport=5986 action=allow
# Restart WinRM
net stop winrm
net start winrm
</powershell>
Azure Example
source "azure-arm" "windows" {
client_id = var.client_id
client_secret = var.client_secret
subscription_id = var.subscription_id
tenant_id = var.tenant_id
managed_image_resource_group_name = "images-rg"
managed_image_name = "windows-${local.timestamp}"
os_type = "Windows"
image_publisher = "MicrosoftWindowsServer"
image_offer = "WindowsServer"
image_sku = "2022-datacenter-g2"
location = "East US"
vm_size = "Standard_D2s_v3"
# Azure auto-configures WinRM
communicator = "winrm"
winrm_use_ssl = true
winrm_insecure = true
winrm_timeout = "15m"
winrm_username = "packer"
}
What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.

windows-builder is a skill published in the GitHub repository hashicorp/agent-skills (863 stars, last pushed today), licensed MPL-2.0. It adds 33 tokens to every session and 1,227 once invoked, about $0.0002 per session on Opus 5. A static security scan graded it A with 0 findings. No closer match exists in the catalogue, so it is treated as the original; first seen 2026-08-30.
