cyber-exercise-control

cyber-exercise-control is a skill for Claude Code, Codex from HoangNguyen0403/agent-skills-standard. It costs 49 tokens per session (775 once invoked), scanned A, original, MIT.

A coordination method for authorized cybersecurity exercises, where an exercise controller schedules simulated events and manages safety decisions. It does not perform attacks or certify compliance.

In plain words
What is it for?
It helps publish simulated event schedules, check authorization and safety gates, control when events are released, and hand observations to an independent reviewer.
Why use it?
It keeps participants within the approved plan and provides a record of pauses, stops, restarts, scope changes, and escalations. It also separates exercise coordination from judging the results.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00049 $0.00775
Opus 5.5 $0.00020 $0.00310
Sonnet 5.5 $0.00010 $0.00155
Haiku 4.5 $0.00005 $0.00077

Security

Grade A, and why

cyber-exercise-control scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured yesterday.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

Cyber Exercise Control

Priority: P0 (CRITICAL)

Coordinate a bounded exercise; control safety and adjudication handoffs without performing attacks or certifying compliance.

Structure

├── SKILL.md
├── references/control-log.md
└── evals/evals.json

Workflow

  1. Confirm approved plan, mode per step (analysis, replay, isolated-lab-validation, defensive-verification), authorization, exclusions, runtime support, and synthetic boundaries.
  2. Manage execution states using StepResult schema (planned, eligible, running, completed, blocked, stopped, failed, dependency-blocked).
  3. Publish schedule and injects with step ID, trigger, expected channel, limits, and abort conditions.
  4. Stop immediately on expiry, drift, unsafe impact, data exposure, or operator signal; host stop dominates concurrent dispatch.
  5. Record partial receipts upon cancellation; execute teardown under surviving authority; disclose residual state in CleanupResult.
  6. Mark steps lacking predecessor evidence as dependency-blocked with evidence-missing naming producer; advance independent permitted steps.
  7. Restart requires explicit restart authority, reconciled residual boundary, fresh host proofs, new attempt ID, fresh correlation key, and a fresh GateDecision.

Rules

  • Coordinate safety and lifecycle; do not issue attack commands, alter production, handle real credentials, or contact real targets.
  • StepResult invariants: block_reason required on blocked, stopped, failed, dependency-blocked; null on planned, eligible, running, completed.
  • Adverse timeline dominance: Host enforces constraints continuously. Pre-dispatch failure is blocked; running failure, drift, or stop transitions to stopped with partial receipts (never merely blocked).
  • Lost acknowledgement: If action or cancellation acknowledgement is lost, stop dispatch immediately to reconcile unknown in-flight effects; automatic active replay is strictly prohibited.
  • Dependency isolation: Predecessor blocks never halt independent branches (AC-CLV-09); missing producer evidence marks dependent steps dependency-blocked without guessing inputs (AC-CLV-10).
  • Teardown lifecycle: Cleanup requires valid surviving teardown authority; unverified teardown reports residual or unverified with accountable owner (AC-CLV-13).
  • Terminal attempt immutability: Reusing prior or expired gates is forbidden; restarts require explicit restart authority, reconciled residual boundary, fresh proofs, and a new attempt/gate (AC-CLV-06).
  • Hand observations to independent adjudication; preserve evidence and ground truth separately.

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.

cyber-exercise-control is a skill published in the GitHub repository HoangNguyen0403/agent-skills-standard (582 stars, last pushed today), licensed MIT. It adds 49 tokens to every session and 775 once invoked, about $0.0002 per session on Opus 5.5. A static security scan graded it A with 0 findings. No closer match exists in the catalogue, so it is treated as the original; first seen 2026-09-30.
