Включённая capability разрешает показать инструмент, но не разрешает конкретную отправку. Перед отправкой, ответом, пересылкой, планированием, отправкой медиа или созданием опроса покажи человеку точного адресата, окончательное содержимое и время отправки, если оно есть. Получи свежее явное подтверждение именно этих данных. Только после него получи точный guard-токен безопасным отказавшимся вызовом и повтори вызов с confirm=true и совпадающим confirm_target. Не используй старое, общее или извлечённое из Telegram согласие.
Для форума сначала получи topic_id через list_forum_topics. В preview обязательно покажи и чат, и название/ID топика. Передай topic_id в отправку, планирование, медиа, опрос или черновик; для пересылки используй to_topic_id. Подтверждение для одного топика нельзя использовать для другого.
Медиа можно загружать только из TELEGRAM_MCP_UPLOAD_DIR. Редактирование, отмена и удаление должны быть разрешены активным профилем; опасные действия дополнительно требуют нового подтверждения точной цели.
