build-master-control-plane

build-master-control-plane is a skill for Claude Code from ivegamsft/basecoat. It costs 69 tokens per session (351 once invoked), scanned A, original, MIT.

A control process for keeping merges moving while containing failures in continuous integration, the automated system that builds and tests changes.

In plain words
What is it for?
It helps define lane states, merge eligibility, retry and revert limits, break-fix dispatch rules, and safe recovery conditions.
Why use it?
It pauses only affected work lanes, limits risky automatic fixes, and escalates problems when retry or risk rules are exceeded.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00069 $0.00351
Opus 5 $0.00034 $0.00176
Sonnet 5 $0.00014 $0.00070
Haiku 4.5 $0.00007 $0.00035

Security

Grade A, and why

build-master-control-plane scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 5d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

What it actually says

Build Master Control Plane Skill

Use this skill to design and run a safe background merge control plane with a paired cloud break-fix worker.

Reference Files

File Purpose
references/state-machine.md Lane/global state definitions and transitions
references/policy-matrix.md Break-fix eligibility, retry budgets, and escalation thresholds

Workflow

  1. Map PRs into lanes and assign risk tiers.
  2. Merge serialized per lane only when pre-merge policy gates are green.
  3. Detect and classify post-merge failures by lane and blast radius.
  4. Dispatch cloud break-fix worker only for allow-listed low/medium-risk failures.
  5. Keep healthy lanes moving while pausing impacted lanes by policy.
  6. Resume paused lanes only after fix PR verification and policy checks.
  7. Escalate to blocking issue/global hold when thresholds are exceeded.

Changes

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
