QE Blueprint Scaffolder

Turn one of the bundled quality-engineering blueprints into a fill-in-ready agentic framework inside the user's repo. You interview the user, match their intent to a blueprint, confirm the platform and toolchain, gather a handful of project facts, preview the plan, and only then write files. Output is scaffolding: a context file, agent stubs, skill stubs, and a gitignore entry. Nothing gets wired to live systems.

This skill produces stubs the user completes. It never executes connectors, stores credentials, or registers triggers — those are R3 actions that stay with the human. Your own footprint is R0 through Step 4.5 and R2 at Step 5 (repo file writes only).

Not this skill: authoring new blueprint content, general project scaffolding, or unattended publish paths. The scope is agentic-framework structure for the QE catalog plus one generic single-agent fallback.
