civic-publish-gate

civic-publish-gate is a skill for Claude Code, Codex from jmagly/aiwg. It costs 35 tokens per session (366 once invoked), scanned A, original, MIT.

A publication checklist that tests a civic content packet before release. It checks sources, citations, freshness, privacy, accessibility, corrections, structured data, and human approval, but does not publish the page itself.

In plain words
What is it for?
It helps validate civic publication materials, record warnings and blocks, verify live-page and cache handoffs, and require human disposition of unresolved issues.
Why use it?
It blocks or flags publication packets with missing evidence, unresolved review issues, privacy risks, or other compliance problems before a person releases them.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00035 $0.00366
Opus 5 $0.00017 $0.00183
Sonnet 5 $0.00007 $0.00073
Haiku 4.5 $0.00003 $0.00037

Security

Grade A, and why

civic-publish-gate scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 6d ago.

The scan reads SKILL.md. This mod also ships 1 executable file (scripts/publish_gate.mjs), listed below but not scanned — reading those needs a real analyzer, not pattern matching.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

What it actually says

Civic Publish Gate

Process

  1. Supply a versioned publication packet with per-section count/freshness rules, claims, sources, links, structured-data validation, accessibility, privacy, correction state, static/CMS adapter results, and human review.
  2. Run aiwg run skill civic-publish-gate -- packet.json.
  3. Remediate every block. Warnings require visible human disposition.
  4. Treat automated accessibility checks as evidence only, never a complete WCAG conformance determination.
  5. Publication remains an external human action even after a machine pass.
  6. Verify the live page, last-good copy, sitemap, reindex, and cache handoffs; each must pass or be explicitly not applicable before publication completes.

Output

A schema-valid publication gate report. Exit 1 means blocked; exit 2 means invalid input/usage. The command never writes to a CMS or external service.

Files

What ships with it

1 file beside SKILL.md in the same directory: the scripts, references and assets a skill reads on demand. Not counted in the per-session cost; read them before you install if any of them is executable.

Changes

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
