Architecture
Public /view?r=<base64> Power BI embed — same scrape pattern as
landlaeknir. No auth, no token, no Playwright-drivable SPA:
just point headless Chromium at the embed URL and intercept the Power BI data
responses.

The cluster number matters — it's embedded in the base64 payload on the
official government page. Most landlaeknir dashboards use cluster 8; this
one uses 9.
